Considering the facilities which exist here for criminals
to remove themselves in a few hours beyond the jurisdiction
of the Colony, Hongkong does not compare unfavourably in
these tables with other cities.

8,533 minor offences were reported
in 1905 or 253 more than in 1904 in spite of a decrease
under most of the various categories of these offences.
This increase in the total is due to some 400 more offences
against the Opium and Spirits' Ordinances. The average
number of minor offences reported during the last decade
was 7,242 so that in 1905 there were 1,291 of these
offences above the average, an unsatisfactory feature of
the present report.

The figures given in the Report
of the Examiner of Weights and Measures do not include
examinations in the New Territories, where the provisions
of the Weights and Measures Ordinance, 1885, have not as
yet been put in force. Standard models have however been
prepared and when these have been deposited with the
Police Magistrate at Taipo Examiners will be appointed.
